Multiculturalism

Multiculturalism.

Canadian multiculturalism is fundamental to our belief that all citizens are equal. Multiculturalism ensures that all citizens can keep their identities, can take pride in their ancestry and have a sense of belonging. Acceptance gives Canadians a feeling of security and self-confidence, making them more open to, and accepting of, diverse cultures.
Some countries have official, or de jure policies of multiculturalism aimed at recognizing, celebrating and maintaining the different cultures or cultural identities within that society to promote social cohesion. Actually you can find multiculturalism in the contemporary Eastern societies like India, Indonesia, Singapore, Malaysia, Japan, South Korea, and the ISLAM.
Multiculturalism in Canada was first articulated by Progressive Conservative Senator Paul Yuzyk in his maiden Senate speech in 1964. It was officially adopted in 1971, following the Royal Commission on Bilingualism and Biculturalism, a government body set up in response to the grievances of Canada's French-speaking minority (concentrated in the Province of Quebec). The report of the Commission advocated that the Canadian government should recognize Canada as a bilingual and bicultural society and adopt policies to preserve this character.

The Global Centre for Pluralism is an international centre for research, education and exchange about the values, practices and policies that underpin pluralist societies Based in Ottawa , Canada , the Centre seeks to assist the creation of successful societies and was founded on the premise that tolerance, openness and understanding towards the cultures, social structures, values and faiths of other peoples are now essential to the survival of an interdependent world.

Official multiculturalism act

The Act for the Preservation and Enhancement of Multiculturalism in Canada was passed in 1985, with minor organizational amendments since that time (Multiculturalism & Citizenship Canada, 1991). Its stated objectives are to:
1.- Recognize and promote the understanding that multiculturalism reflects the cultural and racial diversity of Canadian society and acknowledges the freedom of all members of Canadian society to preserve, enhance and share their cultural heritage;
2.- Recognize and promote the understanding that multiculturalism is a fundamental characteristic of the Canadian heritage and identity and that it provides an invaluable resource in the shaping of Canada's future;
3.- Promote the full and equitable participation of individuals and communities of all origins in the continuing evolution and shaping of all aspects of Canadian society and assist them in the elimination of any barrier to such participation;
4.- Recognize the existence of communities whose members share a common origin and their historic contribution to Canadian society, and enhance their development;
5.- Ensure that all individuals receive equal treatment and equal protection under the law, while respecting and valuing their diversity;
6.- Encourage and assist the social, cultural, economic and political institutions of Canada to be respectful and inclusive of Canada's multicultural character;
7.- Promote the understanding and creativity that arise from the interaction between individuals and communities of different origins;
8.- Foster the recognition and appreciation of the diverse cultures of Canadian society and promote the reflection and the evolving expressions of those cultures;
9.- Preserve and enhance the use of languages other than English and French, while strengthening the status and use of the official languages of Canada; and
10.- Advance multiculturalism throughout Canada in harmony with the national commitment to the official languages of Canada.

these verbs manners are a confusing that can and skill and ability and could the same thing but in the past, but also what can i use to ask permission but to something more formal... way of horror... that is a confussion!!!.

Can "and" could "be used to express permission, ability or skill.
As a general rule" can "be used in the present and" could "in the past, but there are some nuances:
a) Ability / skill In this "can" and in the past "could" or "was / were able."
